EngiN33R, why you translated "setup" as "процедура инсталляции (
nominative: инсталляция;
nominative in latin symbols: installacia or installatsia)"
but "Installer" as "Установщик"? "Инсталлер (installer)" looks so ugly, yes?
Setup = Установка.
Setup = Инсталляция
Just don't use latin words when you possibility to use russian words.
Btw, you can change some words:
Детали -> Подробности.
Логин -> Вход; Имя.
Администратор -> Управляющий; Распорядитель.
Лицензия -> Разрешение; Право.

I don't think you understand. When fighting for purity of the Russian language there's a difference between simply using Russian words and using IT terms. You see Лицензия much more often than Разрешение when registering software. It's just like that in IT terminology, you don't just use or don't use words because you like or dislike them.
If you want to use Russian words alone you'll have to stop using words like компьютер and start using the term электронная вычислительная машина, stop using words like интеграл, дифференциал, et al.
I do agree with Детали -> Подробности, however it's not significant.
Инсталляция and установка are almost interchangeable, at least certainly in this context. It's also "инсталлятор", not "инсталлер".
reference 1
администратор vs управляющий сайта(/ом).
разрешение на использование программного продукта vs лицензия на использование программного продукта.

You can use php tags <?php ?> text <? ... ?>
to seperate code from text.

I forgot to write word "have" between words "you" and "possibility".
I mean this:
If you have opportunity to use russian words then use this opportunity. If you don't have opportunity then use foreign words.
Компьютер -> электронная вычислительная машина.
Электронная and машина aren't russian words.
Компьютер = вычислитель.
Russian words for me more understandable than foreign.

This made my day. Seriously. All includes should be in secure location - not where I can open them.

2. Remember it's alpha, messy code. I haven't even started working on theming system yet.

I don't get your point. Would you waste your own time by doing it messy the first time or are you just not going to say you don't know how?
Wasting your own time on purpose makes no sense at all. Don't go all KimKat on everyone now.
[EDIT] Moved to a more stable hosting

Would you steal the footer or hack into it?
Yes. So move your includes somewhere else, they must never be inside root of web folder.
BTW.
I lol'd on the demo site http://scr.hu/0o74/uu5nh

Move your hosting here sign up for free web hosting, then move your CMSLight for demo there
Don't do that, this is obviously very unreliable hosting (with free domain, seriously?)
