I have removed conkey for some keyboards and left it only for German keyboard because it somehow manage to deal other issues.

Did you change your Steam's name? If so, that's why. Unfortunately, as BcY and I already reported, you need to use the Steam nickname you used the first time you launched the game.

Oddly in the Linux client, I cannot open the Console in-game with the ~ key. Changing it to conkey through control settings or controls.cfg works instead.

That's not a CS2D bug. That's Tibia not configured correctly for the new screen resolutions.
yeah but luas witch are configured for resolution 1920x1080 is not working correctly with 4:3 resolutions
2-no sound (with all sound drivers)

That's not a really a bug. For example chinese font would totally ruin all those features.

Use a font for both English and Chinese at the same time? Noto Sans is a good choice for that.

According to this log, CS2D crashes on
i965_dri.sowhich is a graphics module of X server. Makes me wonder why Arch based systems are prone to this problem while Debian based aren't...
Regarding the ammo buy bug, a few screens:
Addional informations, it looks like the bug only happens when you ammo the round before was below one clip size, e.g. 25/0. At the start of the new round I buy ammo, reload(?) buy equip (some can't be bought cuz I already own it), and then want to buy ammo again where it doesn't work.
