When I Select a map to change to as a server, it disconnects all the players but doesn't transfer them over.It is not because of the map transfer option because i have it selected. What is wrong! Please Help!

I should work when transfer is enabled.
open the console/view the log to see what happens (make sure that debug is 1 [debug 1])
