I log in to my usgn in CS2D and join a server type rank but it says NO USGN LOG ON!

WHAT IS HAPPENING

you need to be logged in to USGN. Create an account at http://www.usgn.de and put the account information into CS2D options. Now in the menu, there should be written "Logged in as"
then it should work

nope, it happens to me sometimes. I see green text: "Logged in as", but when i go to a server and type: rank, it says No U.S.G.N log

moreover make sure that your connection to the internet doesn't drop and that your ip does not change.
