You are right that this approach (simply removing stuff instantly) is a bit harsh. The current system does not support something like an automated warning system though. Moderators would have to keep track of such warning themselves which is unreasonable. There's definitely much room for improvement and I'll work on that when I find time for it.
In the new system nothing would be removed instantly without any warning. It would only get flagged. File owners would see their flagged files and would have enough time to react. Some flaggings might even hide the files from the archive until the problems are resolved by the file author and reviewed by a moderator.
