The first one can be used but is optional. It's probably better to put it for clean written German though.
The second one is wrong! You can't say "halb Acht Uhr" in German. You only can use "Uhr" with full hours or when you're writing the time in digits like "7:30 Uhr". That would work but "halb Acht Uhr" is wrong. It's must be just "halb Acht"!
I think dinner means lunch here. So "At three o'clock I eat dinner" should be translated to something like: "Um Drei Uhr Nachmittags esse ich zu Mittag".
