There's a (very old, first released in 2009-2010) SteamCleaner tool that was widely used back in the day to help with Steam problems. It clears some cache data and registry entries that is created by Steam
I hope for you it still works, here's the official website link (Russian): https://www.easycoding.org/projects/steamcleaner
Download Link: https://www.easycoding.org/files/SteamCleaner.zip
sha256 hash to verify the download >

° How to use:
• Quit Steam
> execute clean_all.cmd as administrator
> or open SteamCleaner as admin, check both boxes and press the button
(the top box is to remove .blob files from Steam directory, bottom is to clean Steam's entries in Windows' registry)

UPD: Mirror link: Uploaded the latest available SteamCleaner to archive.org in case the homepage vanishes.

Steam can be a buggy thing... I would just contact support. They exist for a reason. Uninstalling and reinstalling idk I would worry abouthaving to redownload all my games.

@user LeSneckBoi: SteamCleaner successfully resolved his issue. Your fellow from Steam Support will only tell you to reinstall Steam completely and refer to one of the generic support articles. Sure it will help, but how often would you like to reinstall Windows if a problem occurs?
