Hello guys, i'm doing this thread because i have problems with my PC and couldn't find a fix anywhere lol.. Maybe some of you could help me out a bit
I currently have a notebook which i bought last month, i3 6006u, 4gb ram and windows 10..
It was working perfectly, i could run games like csgo, warface.. etc
But it was til 2 days ago when i came back from school and when i went to use it it was f*cking slow and i don't know why, it barely runs cs2d, i get fps spikes on simple things; like turning on the flashlight, explosions, etc.
I tried restoring it to an older point or something like that, disabled alot of things on services.msc, used ccleaner, delete some games, programs, disabled firewall, windows defender, defragged and optimized the disk, but it's still slow asf..
Maybe the Hardisk is damaged? The pc turned off one time when i was playing, maybe it damaged it, or the proccesor?
Or maybe for leaving it on hours downloading games, i have no idea, but nothing seems to fix this..

Since it is a notebook, it could be in "performance" mode which is for resting your CPU. Many notebooks, as default, set the mode to "performance" when they are not plugged in with power cable. So check whether it is or not.

By the way, be careful when you play games that your PC can barely run. What I mean by "careful" is, do not ever play them, they just tire your PC very much. You even might not be able to play games that your PC can easily run someday because of them.

Windows 10? Do tasks that slow the PC (like playing CS) favourable in windowed mode then press CTRL+SHIFT+ESC (Task Manager).
The 2nd register tab Performance (?) there you see the spikes of CPU, RAM and stuff.

Keep in mind that games like CSGO have a power save option themself.
There is an option in many BIOSs to shut down the PC if its too hot

If anything, cpu usage would be a better indicator of a potential problem.

My i3 processor is @2.00Ghz but on the task manager, it shows me the speed is currently 0.39Ghz, maybe it has something to do with that?

I checked my power settings to see if i was in Battery Save mode or anything but everything seems fine

Turn it off and unplug it. Go on the mother board and remove the little battery and wait 5 minutes...then put the battery back in. and see if it works. This will clear and bios settings that were changed, if any, and set them back to defaults.

Also, other CPU related things will be set back to default...something you downloaded could have changed your settings or corrupted something in relation to the cpu speed.

Maybe you just have a virus windows defender didn't acknowledge.?

HITMANPRO free version, google it, scan it. if the battery trick does not work.

What we need to figure out is if you're not utilizing the full extent of capabilities when you actually do need it.

As I'm monitoring my CPU (i5-4200M) speed, no matter what CPU usage is, the CPU speed stays at the as highest speed as possible. My CPU's speed is 2.50GHz but with turbo, it goes 3.00GHz which makes your statement false.

That's a shame when I get full speed when even the usage is about 7%, and user zazz cannot even get half speed when the usage is 6%. Yet, as I mentioned above, I'm not able to say anything about this, but there are things we could do:
• First of all, download Malwarebytes and scan your PC, then see if there is anything bad
• Then download Throttlestop and benchmark your CPU while Task Manager is open and you're seeing the difference at the CPU speed (You might need a guide about this, so search from the Internet)

Benchmarking your CPU will make your CPU usage at 100%, so by what user Rainoth said, we should get the full speed at this point, see whether it is full speed.

If you would ask me, the speed won't be at full either when you are done with that process but I think it is worth to try.

The usage means nothing if it's not nearing maximum. If it is, there's probably a process that's hogging the cpu and making shit slow, otherwise, it can be 6%, it can be 15%, it won't matter.
Turbo is the opposite of that since it starts pushing the cpu above "recommended limits" to get you more processing power when you really need it.
@user zazz: If your pc turned off one time when you were playing, it's possible that it overheated. Lets say, one of the fans, cooling your pc has become inefficient or you're covering the ventilation or whatever. The parts heat up and start throttling so everything becomes slow.
Then you start a game which usually places a heavier strain than just running other applications and it can't handle the heat anymore and turns off. I have the exact same thing on my laptop if I accidentally cover it when I don't make gaps for air to come in and shit.
Download one of apps that monitor temperatures and check if they don't go above thresholds.

How does it degrade the processor so? I don't certainly get it.

I also look if it is overheating at the full speed or not. Seems like it is all fine. I don't know how much power it consumes but I don't care - if it just gives me its best performance, then it's ok, it can consume the power under its needs.

And by the way, I didn't set anything about the CPU speed before. It is just how it was when it's bought.

But i suspect it's the bios, i think somehow it wrongly detects my pc is overheated or something, that's why it limits the processor.

@user Rainoth: Thanks for helping me, and well.. the processor shouldn't be limited when nothing is in use, as @user Masea: said. As i stated above, it might be a problem with the bios but i won't open up the notebook
Last night i restarted my PC and when i opened the task manager the Processor GHz went up to 1.99 just for a few seconds then it went back to 0.39GHz..

I downloaded ThrottleStop lastnight, and disabled BD PROCHOT and i had my 1.99GHz back until i restarted the PC, this fix is temporary and i have to do it always i restart my PC

It's working fast like before.. But i can't seem to find a permanent fix for it, even if the Power Settings are on High Performance

I mean, do you even know what BD PROCHOT is? Personally, I don't know what is that about and it is enabled on my PC which runs pretty well.

If you have to do it all the time when you restart your PC, there is a save button in that panel as well, double check if it works in this case.

@user Masea: Think of it this way, you're trying to hold a rope and there's a strongman who sometimes decides to pull on it. Sometimes he pulls hard, sometimes not. Then one day he decides to start pulling the rope as best as he can. Your hands tire out and you let go of the rope.
Computer components are the same way. You shouldn't run at max if you don't need it.
