Now keep in mind, I do not know the scale of these things but they definitely happen. Especially if you fiddle with it (like overclocking for instance).
So then comes the question - you could have this and full performance or you could not have this and the same performance so why do it?
TL;DR wear and tear fucks up everything everywhere and makes shit less efficient. CPUs are not an exception.

A CPU would take years running at max to eventually slow itself by a visible amount, given nothing else fails during that period.

Less usages -> less power -> save money.

Current gen CPU's (and older up to Skylake) actually boost when you want to open something, this way it opens quicker and then it clocks itself down because you don't need it any more.

@user Yates: Presumably, these two would run it at max which would lead to the scenario you described (keeping in mind that most us.de users don't normally change their rigs every few years cause they don't/can't afford it).

You should still try to find out what is getting too hot on your system, if possible. The best tool to show many sensors is HardwareInfo. Fight the cause, not the symptoms, @user zazz!

Running the CPU at max clock with default settings will not measurably impact its life span. CPUs have done this for years before the energy saving options were introduced; the CPUs are expected to work for at least 10-15 years. Unlike the 8700K at 5 GHz and 1.4 Volts. Lets see how long they will last, because there're very limited reports of degraded i5-2500k/2600k that were running at 4.5+ GHz for years.

Energy saving isn't very significant for home use (especially for laptop parts). Even if his CPU would idle at 1W and 15W at "full clock" (which isn't true anyway) - 14W difference, or 72h to reach 1KWh. Even at very expensive energy rates of 0.25€/KWh ... yeah 280 hours to pay an extra 1€. Your next pizza will cost you more.

I know ur problem Press Win + R type in "Services.msc" then search for background intellegent and right click > Propreties and disable it then the second search for superfetch and do the same with background intellengent then go to PC propreties and then Advanced settings and then you will see Performance under it settings press it then you are in visual effect tab tick adjust for best performance . it happned with me last month and i fixed it.

I actually think it's not possible to fix the slowness on your computer, since processors and others specs age and become slower. so u will either need to replace your specs, or buy a new computer. oh and also script favor how'd u become a normie? (no offense)

Well.. even if i wasn't using alot of stuff on the pc before, the Processor GHz was varying from 0,40 to 0,90ghz depending on the amount of tasks i had open, when i played games the GHz would go up to 1,80 i guess, i didn't really check..
But it was until some days that somehow the processor got stuck in 0,39GHz no matter if i had no tasks open or what, it wouldn't move from 0,39GHz, i tried using "High Performance" Settings, unpluging the notebook from the charger and letting it drain to 0% and restarting it, it seemed to work but just for a few seconds, then it went back to 0,39GHz, i tried alot of things, trust me
And i have no idea what it is..

But i downloaded ThrottleStop and disabling BD Prochot is the only way to make it back to normality, but i have to do it always i turn on the notebook again..
Disabling this made my GHz normal again, here you can see the CPU Ghz depending on the battery modes;

This is how it should work without the program, but somehow it's not.

@user VADemon: Thanks for your reply, what's weird about all this is that nothing is warming up my PC, the temperature is way better than normal, i read that the average temp of an I3 is (50c - 60c)
And mine is 42c - 43c
I'm not running the CPU on max all the time, only when i use it to play games, or use SketchUp and AutoCAD programs for school work
It seems like there's no permanent fix for this without changing or doing something inside the notebook, hmm

@user script favor: Hey there, i think i tried this and it didn't work, i'll check it again and see what's up. but anyway i don't think it will do anything since the PC was working just fine without modifying anything
