I suggest you find a company where you can test for 3 days or something and just see how the lags are and what the server fps is. How does bulletloss compare to other servers, what are the pings of the players you intended the server for etc.

If I'm right its like this:
Lags are generally caused by bad virtualisation, that means other clients of the same company can cause lags.
Server fps depends on what you are running on your vps yourself.
Bulletloss depends on a variety of things of which the most important one is the amount of players on the server.

"bulletloss" comes from bad server fps and/or shitty client internet connection. i've tested way too many times and i'm sure about this.
my old vps used gentoo and once i was running cs2d servers while upgrading packages (which in gentoo requires compiling > basically 100% cpu use) and still had the same performance in bulletloss and server fps. this was on a 128mb xen vps that had one xeon core...

afaik, bad server fps (i.e. anything that is NOT 50FPS and >=17ms buffer) is related to something in the kernel timer. i dont understand exactly, but basically if your vps uses openvz, your server will have bad fps and will have "bulletloss" no matter what you do. if you use xen/vmware/kvm then you may need to switch between different linux distros (and/or recompile the kernel) before getting one with good server fps for cs2d

lag can be due to any of the following:
-someone else sharing your internet
-your internet fails
-the vps is in a shitty datacenter
-the vps's provider is overselling
-really really bad and inefficient lua scripts
