You don't need to download anything to use Lua in CS2D. Just wait for the next release (I guess this is about Lua in CS2D, otherwise you chose the wrong forum).

I'm pretty sure the tar file is the source code for Lua, go to http://luabinaries.luaforge.net/download.html for the precompiled downloads.
