yah. there is no bug. it works - with the right settings.

the explosion power has to be higher. it's the damage which is caused when you are in the center of the explosion.

radius should be about 50-150 for small/average explosions

I'm sure that it works. you can see it when you destroy the explosive crates close to the zombie spawn on zm_street.

I created a test map and placed an breakable with EXACTLY the same settings (range 126, power 150) on it. it worked.

do you see the explosion? did you check the "explode" checkbox?!

try it without any Lua mods and with a normal player without armor.
they do work. I tested it with your map.
