before you talk about your mod, get some progress on it first, helps you and the masses alot
Analyse the game you want to remake.
Make a list of features
Think of some cool stuff to add
New Items?
New Weapons?
Code the base-engine
Test your engine
Make a short video or some screenshots
Show your mod to the community
Ask for help or suggestions
Don't just post "I head the idea to do a XYZ mod"!

But I can't make skins, I can only do characters, I suck at weapon skins.

You can get some people to help you on your mod. Also very hard: Lua scripts.
