Even a laptop can run all those games nowadays and costs between four to five hundred Euro's. Only get a PC when you know it's going to last, otherwise it's a waste.

A random laptop for around 600 euros will do these games on medium settings.
By the way, you can run without problems these games from these years but as other folks said, there are some little exceptions.
By the way, Are you planning on getting a video card as well? Or you have one already?
If you don't want all of that and just want a pre-baked PC, well, prepare to get ripped off because pre-baked PCs tend to be overpriced (lookin' at Alienware and Apple). However it saves you from the building part and worrying about compatibility and all that jazz, but will probably suck performance wise if you don't invest a lot of money in it. Most pre-baked PCs aren't really with gaming in mind, they're for offices and the average Joe who only does some online banking and makes shitposts on image boards.
Laptops overheat quickly, you can't upgrade them very well, and cleaning them is a pain in the arse too, so if you accidentally pour coffee all over the keyboard, you're basically fucked. A laptop only really makes sense if you have to carry it around a lot, but if you only play your games at home, a self build tower PC is pretty much the best option. Cheaper, upgradable, faster, and easier to clean and repair, but maintenance can be quite time consuming.
So yeah, the only problem will be your stubborn father. If he only accepts pre-baked PCs, welp, try to convince him to buy seperate parts and build the PC on your own. Say it will be cheaper and the PC will be faster. Or if you want a laptop, well, say laptops are pre-baked PCs but smaller, and just a tiny bit more expensive than pre-baked towers.
If you want an all-in-one PC, it's much better to spend some more money buying a decent one (and not a shitty office-PC) which then will last like 5-7 years. My current PC was at lower high-range when I bought it (just the hardware, no bullshit preinstalled) for roughly 800€. It's been 4 years and the only noticable upgrade was getting an SSD for the OS. At the moment the performance is still perfect for every daily task (yes, except for 9000K resolution gaming): the heaviest things it endured are
1) Modded Minecraft server + client (50-100% CPU usage)
2) 1080p video editing / rendering (I don't do this a lot, but it's still quite fast)
3) 1080p gameplay capturing @ 30fps while maintaining the 60fps limit
4) Virtual Machines (hence the second upgrade -> 16GB RAM)
TL;DR: What you are really after is a good CPU + (probably second-hand, honestly) modern (≠ expensive or fast) graphics card. Because of base cost of any system (motherboard + HDD + RAM + OS + CD Drive) there's little difference in price between a slow and a decent PC.

Either choose a laptop or even better choose the option of Seekay, but since your dad is stuck on all-in-one illusion, you can't do anything at all.
Or you have just to wait when you'll be 18+ and you'll have your own credit card, you can build and customize your own PC.
