As long if his IP is dynamic of course. Just a little note for people who actually don't know about this.
Your public IP cannot be changed by ourselves since they're assigned by our ISP thus will stay forever and ever. The replacement of your public IP can be done through contacting your ISP for a replacement request. Unless if you have a modem / router and your IP is dynamic it can be changed by itself through turning off and letting it off for some minutes and then turning on.
Changing your IP by using command prompt is just pure crap bullshit. It's actually changes your private IP but not the public one.
Also, this guy probably uses a VPN or a proxy server to disguise his real IP. That's pretty common.
In that case if he either has a dynamic IP or such, just range banning him and set up your server DoS protection at correct settings. Complaining and crying without doing something won't help anyone.
Oh, besides, I don't know why this thread was made in the first place. Yes, we're aware of this cheater who joins almost every server and ruining the gameplay experience and our fun but this situation didn't happen for the first time.
CS2D Community dealt and it's still dealing with those cheaters. Even worse. It's just the matter HOW you deal with them. And I am pretty sure that most of people here know that such threads like this are often catching cheaters' attention.
